Updating installed packages?

I am wornering if and how one updates the installed packages. Is this done automatically or is there a process to be sure we are using the most up to date packages?
This is the list of the installed packages we are using:

Please let me know if and how these packages are kept current and upgraded (if required).

I can not seem to be able to upload a package to a sandbox.
When I go through the installation steps and I am asked to log in I try the URL for my sandbox and I can not access it.
How should the sandbox URL be inserted into the upgrade login to ensure I upgrade to the sandbox? I have searched high and low for a good example but have not found one.
This is the log in that comes up during the upgrade process. This URL points to the production- live environment:
https://login.salesforce.com/?startURL=/packaging/
How should this URL be modified to point to my sandbox (test)?
The name of my sandbox is "test"

Change the URL to look like this:
https://test.salesforce.com/?startURL=/packaging/i
