I have made several sandboxes so I can preview and test drive the installed package upgrades, so I don't "mess with" the production environment.
The sandboxes do not have any data in them? No contacts, households....
I was under the impression that a sandbox was a copy of my existing data and structure. Why can I not "see any of my data"?
What am I missing or doing wrong??

Developer and Config Only sandboxes are exact copies of the configuration but don't contain any data. You can make a full copy sandbox that will include all your data, but you need to purchase those from Salesforce.com. The Foundation has discounted rates for nonprofits.

Steve. Who and how should I contact the Foundationd to learn about my options.
What do other users do when upgrading and testing new apps and modules to test them ect?
